The Chamber Prime

The Chamber Prime is the governing body of Sanctuary and is composed of the Lady herself and each of the Chancellors of the Lower Chambers. Unlike the other Chambers (which have, in ascending rank: Associates, Fellows, Honourable Fellows, Most Honourable Fellows and a Chancellor), one may only be a Fellow or an Associate of the Chamber Prime.

Fellows of the Chamber Prime are the Chancellors from each of the five Lower Chambers. Thus, each Fellow of the Chamber Prime is also the Chancellor of another Chamber. In short, one may only be a Fellow of the Chamber Prime if one holds Chancellorship from another Chamber. The Fellows of the Chamber Prime are often called the High Chamber. Normally, the High Chamber takes decisions on behalf of the people of Sanctuary but occasionally, the High Chamber will decide that certain issues or decisions should be voted on by those who hold Citizenship of Sanctuary.

Aside from the Fellows, the Chamber Prime is composed of numerous Associates who take care of all the usual day to day activities required to run a big city state like Sanctuary. The vast bureaucratic mechanism of all of these associates is often referred to as the Administratum. Examples of typical Administratum duties include: counting votes; law and order; tax and domestic security.

There are rumours that the Administratum’s duties also extend into the more shadowy and sinister aspects of ensuring domestic security although this has never been proven.

Plot Hooks & Adventure Seeds

  • First Encounters: Following an (apparently) unprovoked attack upon a Chamber Geographick vessel, the Chamber Prime has become concerned about the Imperium of Irth. It is not entirely clear what the Chamber Geographick was up to, or if they were acting under the auspices of the Chamber Prime, but the Lady has decreed that a diplomatic party should be sent to the Imperium's capital in the Irth dimension to investigate the possibility of setting up an 'embassy' within the Empire. Suitable candidates should possess a silver tongue; be expendable; be handy with a sword should things go wrong; and not know too much about Sanctuary should things go really wrong…
  • I Predict a Riot: Recently there has been increasing unrest on Garden by workers who are claiming that they are not receiving a fair price for their goods. You have been sent to Garden by the Chamber Prime to ‘sort out’ the malcontents. It’s not entirely clear how far the Chamber is prepared to go or whether the unrest is a genuine result of unfair treatment or the work of some other agency seeking to undermine Sanctuary.
